About the BCAC
Promoting the Shared Interests of the BC Aviation Community Since 1936
The British Columbia Aviation Council, established in 1936, is a member-driven organization that represents and promotes the shared interests of the aviation community. In contributing to the development of a strong aviation sector we communicate and exchange information with a broad cross section of related organizations. We are also proactive in our communications with both provincial and federal levels of government.
The Council participates on committees such as the NAV Canada Advisory Committee, the Lower Mainland Airports Working Group, the Floatplane Operators Association and the Winter Olympics Aviation Committee.
The British Columbia Aviation Council is a charitable society established under the Societies Act.
Vision
The primary objectives of the BCAC are:
- to promote, stimulate and encourage the safe and orderly development, growth and advancement of aviation and aerospace
- engage in fund-raising activities in support of education and training of human resources to meet the skill requirements of aviation and aerospace
- provide communications and information services to members and provide members with networking opportunities
- co-operate with any society, body or organization toward the attainment of the objects of the Council, and, if deemed advisable by the Board to welcome a member of such society, body or organization
Board & Executive
The BCAC Board is comprised of up to 15 members drawn from a broad cross-section of the BC aviation community. The full Board meets quarterly to discuss Council business.
Committees are struck from Board members to lead various networking activities or present positions on government policy.

Beynon, Rob
Holds a Masters Degree specializing in Japan-North America trade relationships. Twenty years experience working with companies in the aviation, rail and marine industries with specialized expertise in intermodal cargo, community economic development, regional airport development, FTZ marketing and economic impact assessment. Currently Vice President, Development Economics with InterVISTAS Consulting Inc.
Blake, Jim
Chair of the Prince George Airport Authority since its formation in 2001. Former Vice President of the College of New Caledonia. Chair and Director of initiatives Prince George promoting economic development for the past 12 years.
Bureaud, Henri
Actively involved in professional aviation since 1988 as a Flight Instructor, Chief Flight Instructor, Charter pilot and Chief Pilot at various flight and charter operations in Alberta and BC. Holds a Class I Flight Instructor rating and ATPL rating. Currently Chair of the School of Business and Aviation at Selkirk College.
Catley, Rebecca
Director of Communications with Vancouver Airport Authority with a responsibility for the overall communications stategy, issues management, media relations and community investment as it pertains to YVR.
Cowan, Chris
For the previous fourteen years, Chris has held Sales and Operational positions with Kelowna Flightcraft Air Charter Ltd. in Vancouver and Kelowna. He currently is involved in two programs: Flight Operations Quality Assurance and Safety Management Systems. Chris served as a Director of BCAC from 1997 – 2003.
Dery, Michael–Secretary
A partner with law firm Alexander Holburn Beaudin & Lang in the Transportation Practice Group. His practice focus is predominately on aviation and transportation law.
Duncan, Mark
Former Regional Director General Pacific, Transport Canada; Executive Vice President and Chief Operating Officer, Canadian Air Transportation Security Administration (CATSA). Currently, President, AeroEdge Consulting.
Fraser, Teara
Owns and operates an aerial survey company, KISIK Aerial Survey Inc., and is founder of the Aviation Leadership Forum. A certified conflict resolutions negotiator and holds a commercial pilot’s license.
Hendry, Carman — Vice Chair
Airport Manager, Northwest Regional Airport Terrace-Kitimat.
Hooper, Mike
Has worked in operational and strategic land management for 26 years, a member of a number of Boards and Commissions including Nanaimo Airport Commission and currently, President and CEO of Nanaimo Airport.
Matthews, Mike–Past Chair
Former Lt. Colonel, Canadian Air Force. Former Transport Canada Regional Director General, Aviation—Pacific ; Vice President-Operations, Vancouver International Airport; Senior Vice President, Planning, InterVISTAS Consulting Inc.; BCAC Director–1998-2005. Currently Executive Consultant, InterVISTAS Consulting Inc.
Molloy, Jamie
Holds a Private Pilots License, fixed wing and an Ultralight Aeroplane Instructor Rating. Obtained an undergraduate degree in Earth and Ocean Science at the University of Victoria. Currently, Manager-Canada, TracPlus USA Inc.
Ohrn, Ken–Vice Chair
Former Canadian Forces fighter pilot and a Certified Energy Manager with two Engineering degrees. Has worked in information technology for airline and airport businesses and runs a technology consulting business focusing on information technology and energy management.
Rafter, Gregg
A member of the Lawyer-Pilot Bar Association and the Air Force Association of Canada. Currently, a commercial litigation lawyer with Boughton Law Corporation. Holds a private pilot license.
Stoddart-Hansen, Sandra–Chair
Former Regional Director, Prairie and Northern Region, Transport Canada; former President of Alpha Aviation and General Manager of Boundary Bay Airport. Currently President, The Ballantree Consulting Group.
